Joe Kendall

Former Federal Judge Joe Kendall served as a Federal District Trial Court judge in Texas from 1992 until 2002. The first President Bush appointed him to the federal bench in 1992, and in 1999, President Bill Clinton, recognizing Judge Kendall's credentials, appointed him to also be a Commissioner on the U.S. Sentencing Commission, the body that writes the Federal Sentencing Guidelines.

Prior to becoming a Federal Judge and Sentencing Commissioner, Joe Kendall spent 5 1/2 years as a Texas State District Court Judge in Dallas. He practiced as a trial lawyer representing individuals and corporations in civil and criminal cases before ascending the bench.

As a practicing lawyer Joe Kendall has personally tried over 100 jury trials to verdict. During his judicial career Judge Kendall presided over approximately 500 jury trials and disposed of in excess of 11,000 cases. He has, as a lawyer, also handled numerous federal appeals, representing corporations and individuals in federal civil and criminal appeals. As a federal judge, he wrote more than 250 judicial opinions.

During Joe Kendall's public service he was editor of In Camera, the national newsletter of the Federal Judges Association, where he was also a member of the Board of Directors of that organization of Federal Judges.

As a member of the U.S. Sentencing Commission, Judge Kendall worked on many important sentencing issues, but focused primarily on the guidelines dealing with white collar fraud, internet fraud and corporate governance and compliance issues under the Sarbanes-Oxley Act of 2002. Joe Kendall taught numerous programs presented by the Federal Judicial Center (the entity that teaches federal judges) in Washington, D.C. beginning in the mid-1990's. He has taught new federal judges at Federal Judicial Center orientation programs and docket management to experienced federal judges from around the country. Judge Kendall has also taught conference workshops for the federal judges of Texas, Louisiana and Mississippi, federal trial and appellate prosecutors from throughout the country at their training center in South Carolina, lawyers of the Federal Bar Association and United States Probation Officers nationwide. Judge Kendall has also been a faculty member of the Texas Center for the Judiciary, the educational entity that teaches Texas State Judges.

Joe Kendall has a national law practice based in the center of the country. He currently works almost exclusively on state and federal cases involving all matters related to securities fraud and breaches of fiduciary duties in violation of state and federal law, including litigation management and strategy assistance in those cases.
